Advertisement for Bids Bids shall be submitted electronically through the www.bidexpress.com web service until 10:00am on Thursday, May 25, 2023, at which time they will be publicly opened at the office of the Richland County Engineer, 77 N. Mulberry St., Mansfield, OH 44902 for the project known as: 2023 Richland County Asphalt Resurfacing Richland County, Ohio No paper bids will be accepted. Each proposal must contain the full name of the party or parties making the same and all persons interested therein, and be accompanied, pursuant to Section 153.54 of the Ohio Revised Code, by a satisfactory BID GUARANTY: either a BID BOND or a BID AND PERFORMANCE PAYMENT BOND executed by the bidder and an acceptable surety, in an amount equal to one hundred percent (100%) of the total amount for each individual proposal, or by a certified check, cashieris check, or a letter of credit pursuant to Chapter 1305 of the Ohio Revised Code in an amount equal to ten percent (10%) of the total amount for each individual proposal, payable to Richland County Board of Commissioners as a guarantee that if the proposal is accepted, a contract will be entered into. The Owner of the project is the Richland County Board of Commissioners. Anyone interested may download plans and specifications by registering for a free account at www.bidexpress.com. The Owner requires that all work associated with the project be completed before October 31, 2023. Only ODOT pre-qualified contractors for WORKTYPE 10 and 13 are eligible to submit bids for this project. Pre-qualification must be in force at the time of the bid, at the time of the award, and through the life of the construction contract. A valid Certificate of Compliance with Affirmative Action Programs, issued by the State EEO Coordinater dated prior to the date fixed for the opening of bids to be presented at the time of the bid opening. Attention of bidders is particularly called to the prevailing wage rates to be paid under the contract. The Owner reserves the right to waive any informalities or to reject any or all bids.
